And the work made by the ILC to develop new areas of international law means that the ILC is pushing to some better peaks of the evolution of international law. Where are those peaks of the evolutionary path of international law? Nobody knows. We might have an idea or an ideal for those peaks, and pushing towards such peaks of evolution to a fitter landscape, means that the ILC is pushing to some peaks, whether this will have or not an impact; we don’t know. Some it will, some it will not. They are blind watchmakers of international law.
