International law as an agent-based model

Generally speaking, complex systems are understood as emergent phenomena arising from many agents’ interactions.

Agents, in turn, are individuals that interact with each other in such a complex system. If we focus then on the actions and interactions of the agents, then what we are trying to do and understand is the agent’s behavior, and if we try to model it, then what we have is an agent-based model.

If we look at international law as a complex system composed of interacting agents, and if we try to model it, we treat international law as an agent-based model.

In that sense. International law can be understood as an agent-based model not centered on the rules and principles since they are not individuals but centered around the agents. Then what becomes essential in international law from an agent-based model is the individual.

The problem is to frame the individual; if you see it from a macro perspective, then are the states, international organizations, multinational companies, etc., each of them is treated as individuals? Such a macro view can be understood as creating a hierarchy since states, international organizations, global companies, etc. (non-state actors) are composed of individual peoples.

If we zoom in, we see the individual under each state and non-state actors. My problem is understanding how to model international law when you have the individual at the center of the agent-based model. Does the individual interacts with the state directly, or is part of the state and interacts with other individuals?

Whatever the case, there is a level of hierarchy within the states and non-state actors that needs to be modeled and understood. The individual is also part of the states and non-state actors; when the individual is part of an organization, then understanding how it belongs to different organizations may bear some complex agent-based modeling.

Then what becomes important ultimately is to understand the individual. The next problem is how to do it. Should we do it state by state? and then go to each non-state actor? If so, the task is enormous.
